Energy Assistance Programs

LIEAP

The Low Income Energy Assistance Program (LIEAP) is administered by the Wyoming Department of Family Services (DFS). The program is 100% federally funded. Program benefits are determined by a household income based on 150% of the federal poverty guideline and the number of people in a household.

The Program has three components:

Provide financial assistance to a household to offset the cost of home heating.
Energy Crisis Intervention Program (CRISIS) which helps with deposits and potential utility shut-off.
Heating system repair and replacement may be available year round through the Weatherization Assistance Program.

All eligible LIEAP clients are eligible for CRISIS and are referred to the Weatherization Assistance Program for weatherization..

Applications for LIEAP will be processed starting the 1st working day in October through the last working day of February. Applications for CRISIS will be accepted through March 15th. CRISIS is only available to LIEAP eligible clients. Clients applying for LIEAP will be notified within 45 day of the receipt date on the application whether they are eligible or denied for LIEAP. Heating system repair and replacement is only available to LIEAP eligible clients. If you desire these services and have not applied for LIEAP submit an application to see if you are eligible. You are not required to accept LIEAP benefits to receive the services for heating repairs or weatherization. If you are not LIEAP eligible then you are not eligible for heating repairs or weatherization.

If you have received LIEAP services in another state you are not eligible to receive LIEAP services in Wyoming.

Low-Income Heating Energy Assistance Program (LIHEAP) Clearinghouse

In addition to Department of Energy (DOE) funded weatherization activities, the U.S. Department of Health and Human Services (HHS) also provides energy-related assistance to low-income families through the LIHEAP program. Some states add this federal funding to their own commitments to local agencies that provide weatherization services to low-income families. The LIHEAP Clearinghouse lists HHS and state funding to state LIHEAP programs and regulations for combining those funds with DOE-funded weatherization activities. Weatherization Assistance Program (WAP)

Eligible households are placed on a list to be weatherized based on a priority system. The priorities include people with a disability, the elderly, young children in the home, number in household, annual income, fuel consumption, and time on the waiting list. An energy audit is performed on the client's home and a plan is developed to weatherize the home by the most efficient means.

Crisis Assistance

This benefit is available to eligible clients who are facing an emergency situation. Crisis situations include a life or health threatening situation, deposit funds for a fuel hook-up or to avoid a shut-off, or a heating system failure during winter months.

Wyoming Weatherization

Weatherization is a federal program for eligible Low Income individuals (LIEAP) designed to lower monthly fuel cost by making a home more fuel efficient, lowering fuel usage and make the home more comfortable at no cost to the client.

Measures addressed by the Weatherization program are:
Health and Safety – monitoring for unsafe conditions: Carbon Monoxide emissions, poor ventilation and wiring
Heating System Efficiency and Safety: - Tuning and adjusting heating system
Hot Water Systems – Wrapping pipes and water heaters
Drafts and Air Leaks – Sealing off major air leaks – caulking
Insulation – Attics, floors and walls; also ceilings and bellies of mobile homes

Cooling Assistance

Wyoming received contingency funds for a cooling assistance program in August 2002. Planning is in underway to determine the best uses for these funds. Family Services intends to have a cooling program available after January 1, 2003. You must qualify for the LIEAP program to be eligible to receive cooling assistance.
