Low-Income Heating Energy Assistance Program (LIHEAP) Clearinghouse

In addition to Department of Energy (DOE) funded weatherization activities, the U.S. Department of Health and Human Services (HHS) also provides energy-related assistance to low-income families through the LIHEAP program. Some states add this federal funding to their own commitments to local agencies that provide weatherization services to low-income families. The LIHEAP Clearinghouse lists HHS and state funding to state LIHEAP programs and regulations for combining those funds with DOE-funded weatherization activities. Weatherization Assistance Program (WAP)

Eligible households are placed on a list to be weatherized based on a priority system. The priorities include people with a disability, the elderly, young children in the home, number in household, annual income, fuel consumption, and time on the waiting list. An energy audit is performed on the client's home and a plan is developed to weatherize the home by the most efficient means.

Crisis Assistance

This benefit is available to eligible clients who are facing an emergency situation. Crisis situations include a life or health threatening situation, deposit funds for a fuel hook-up or to avoid a shut-off, or a heating system failure during winter months.
